Celena’s dedication and commitment to public service is evidenced by her 20 years of experience working for governmental entities. Her strong advocacy and litigation skills have resulted in countless victories for her clients.
Celena primarily focuses on advising and representing educational entities in grievances; employee investigations; ADA, EEOC, Title VII and Title IX claims; and governance issues. Before joining T&H, Celena spent ten years as a Prosecutor advocating for victims of crime where she gained invaluable trial court experience. She also successfully represented Harris County and its elected officials and employees in high-profile civil rights cases and employment matters. During the pandemic, Celena represented several school districts in lawsuits brought by the State of Texas. Whether defending clients in the courtroom or providing counsel to a school board, Celena understands and appreciates the enormous responsibility her clients undertake and the issues that are at stake.
Celena utilizes her passion and experience in litigation to teach young lawyers trial advocacy skills as an Adjunct Professor at the University of Houston Law Center.
